West Demonizes Putin for Making Russia Feel Great Again – Czech Media

Vladimir Putin and Dmitry Medvedev at Victory Day parade on Red Square

The current Western efforts to demonize Vladimir Putin largely stem from EU and US frustration about Russia’s social and political advances of the past fifteen years, a Czech newspaper wrote Monday

By the time Vladimir Putin came to power in 2000, Russia was in a state of utter economic disrepair, with the mafia and foreign capital ruling supreme, regional bosses doing whatever they pleased lining their pockets and siphoning off funds sorely needed to finance construction, health care, social infrastructure and the military. The population was dwindling and the Russians no longer felt proud of their country.

Meanwhile, the trials and tribulations the country went through under Mikhail Gorbachev and then Boris Yeltsin were eagerly welcomed in the West, Czech Free Press wrote in a comment.

“In actual fact, the West was, to a large extent, responsible for what was happening to Russia as the US and EU plan to turn an undefeated Cold War-era adversary into a crushed and helpless colony, a provider mineral resources to the developed nations, was gradually coming true,” the article said.

Things started to change after Vladimir Putin became President – something the West never expected. By then Putin was already a seasoned diplomat perfectly able to learn from the mistakes made by his predecessors.

And learn he did turning Russia’s 21st century policy all around,” the author emphasized.

“The Russian Federation eventually became a country the West now had to reckon with and a partner to many countries which were no longer willing to do business with the US. And this is the only and genuine reason behind the current Western attempts to contain Russia,” Czech Free Press wrote in a comment.

YEREVAN, April 24. /TASS/. Russian President Vladimir Putin has arrived at the memorial in Yerevan in honor of victims of the Armenian genocide in the Ottoman Empire in 1915-1916.

The memorial is dedicated to the memory of 1.5 million Armenians killed during one of the most terrible events in the history of Armenia, the Kremlin press service said on Friday.

The complex, built in 1967, consists of the hall of remembrance, an obelisk of rebirth and a museum-institute of the Armenian genocide.

The hall of remembrance is in the center, where there is an eternal flame and pylons symbolizing figures in mourning. The nearby 44-meter high arrow-shaped stele of granite is a symbol of survival and a spiritual rebirth of the Armenian people.

The 100-meter long wall contains the names of Armenian towns and villages where massacres took place. The genocide museum was founded in 1995 and includes photographs, population data about the number of Armenians in the Ottoman Empire and the documents of various organizations and states that have condemned the genocide.

MOSCOW, March 9. /TASS/. Russian President Vladimir Putin says he took the decision to reunify with Crimea because he could not throw people “under a steamroller of nationalists,” according to a documentary Way Home aired on Rossiya-1 television channel.

“It was the night from February 22 to February 23. We finished at about seven in the morning. And when we were leaving, frankly speaking, I told my colleagues (and there were four of them): ‘The situation in Ukraine has turned such a way that we are forced to begin efforts to reunify with Crimea, because we cannot leave this territory and people living there to the mercy of fate, we cannot throw them under a steamroller of nationalists,” the Russian president said in an interview with the documentary.

He said that at that point he “set certain tasks and told what and how we should do but stressed that we would do it only if we were absolutely sure that people living in Crime wanted the same.”

As for the operation to evacuate Ukraine’s ousted President Viktor Yanukovich, “our radio surveillance services as a matter of fact were tracing his cars” and each time he made a telephone call spotted his location, Putin said.

Russia Guarantor of Ukraine Settlement, Not Party Fulfilling Deal – Kremlin

From the left : Russian President Vladimir Putin, German Chancellor Angela Merkel, French President Francois Hollande, and Ukrainian President Petro Poroshenko pose for a photo during a time-break in their peace talks in Minsk, Belarus

Moscow cannot fulfill the Minsk deal on Donbas crisis settlement as Russia is not part of the Ukrainian conflict, Kremlin spokesperson said.

MOSCOW (Sputnik) – Russia is the guarantor of the Ukrainian reconciliation, not a party that needs to fulfill the Minsk agreement, Kremlin spokesman Dmitry Peskov told RIA Novosti on Friday.“Russia is the country that was called by the parties of the conflict. This is the country that called on the parties of the conflict to sign a complex of measures to fulfill the Minsk agreements. But Russia is not one of the parties to fulfill these measures. This is the country that is acting as the guarantor, that comes forward with a call, but, obviously, it’s not a party that needs to take any actions for [the fulfillment]. We simply can’t do this physically because Russia is not a participant in the conflict,” Peskov said.

Moscow hopes that all of the points drawn up in the Minsk deal on Ukraine crisis settlement will be fulfilled, Dmitry Peskov said.

“Everything that’s written in the plan needs to be fulfilled,” Peskov added.

The leaders of the Normandy Quartet (Russia, Germany, France, Ukraine) held 16-hour talks on Ukraine in the Belarusian capital on Wednesday and early Thursday.Their meeting resulted in two agreements. The first document was signed by members of the Contact Group on Ukraine, which comprises representatives from Russia, Kiev, the self-proclaimed people’s republics of Donetsk and Luhansk (DPR and LPR) and the Organization for Security and Co-operation in Europe (OSCE). It outlines a number of measures aimed at ending the conflict in southeastern Ukraine, including a ceasefire between Kiev forces and independence supporters, the creation of a buffer zone between the two sides through the withdrawal of heavy weaponry from the region and an all-for-all prisoner exchange.

The second document, signed by Russian President Vladimir Putin, his Ukrainian counterpart Petro Poroshenko, German Chancellor Angela Merkel and French President Francois Hollande is a joint declaration in support of the measures agreed upon by the Contact Group.

Putin Calls Ukrainian Army ‘NATO Legion’

Ukrainian servicemen get inside armoured personnel carriers (APC) during a ceremony to hand over weapons, military equipment and aircraft to the army at a firing range outside Zhytomyr January 5, 2015

Ukrainian armed forces are in essence a ‘NATO legion’, which is not serving the country’s national interests, Russian President Putin said.

ST.PETERSBURG, January 26 (Sputnik) — Russian President Vladimir Putin said Monday that the Ukrainian army has been used by NATO as a deterrent against Russia.”It is, in essence, […] not an army anymore but a foreign legion, a NATO-controlled foreign legion, which is not serving to protect Ukraine’s national interests,” Putin said at a meeting with university students in St. Petersburg.

“They are pursuing other goals linked with attaining geopolitical goals of deterring Russia contrary to the interests of the Ukrainian people,” Putin said.

On December 23, the Ukrainian authorities canceled the country’s non-aligned status, confirming that Kiev was renewing its intention to join NATO.Despite Kiev’s aspirations to form part of the alliance, NATO officials have repeatedly stressed that the country needs to implement a wide range of reforms before pursuing bloc membership.

In December, Russian Deputy Defense Minister Anatoly Antonov said that Ukraine’s accession to NATO would bring Russia’s relations with the bloc to a complete collapse.

Commenting on the Ukraine crisis, US Treasury Secretary Jack Lew said Monday that Washington had “more tools” to increase pressure on Moscow.

“I think we have seen that the sanctions work to create real stress in the economy. We have more tools. I am not today going to enumerate what the tools are but we have more tools,” he said during a press conference in Brussels.Kiev is refusing to search for peaceful solution in eastern Ukraine standoff and have used a brief ceasefire to regroup its forces, the Russian president said.

“Unfortunately, the Kiev authorities refuse to chose a peaceful path [in the Ukrainian conflict] through the use of political means,” Putin said.

“They used a brief ceasefire only to regroup their forces, and started military operation again,” the president said.

Many in Ukraine have already realized that the country is caught in a civil war that had taken lives of thousands of people.

“Every time an American official comes to Ukraine they start the attacks again,” George Eliason, American Journalist who currently lives in Donbass region told Sputnik. “Ukraine is destroying the cities, cleansing them – for no purpose. Every time an American official comes to Ukraine they start the attacks again.”

MOSCOW, December 1 (Sputnik) — Russian President Vladimir Putin will arrive in Turkey on a state visit Monday to meet with his Turkish counterpart Recep Tayyip Erdogan, with whom he will discuss economic and energy partnership, as well as the Syrian crisis. The two leaders will attend the Top-Level Cooperation Council meeting, which will pave the way for deeper Russia-Turkey relations. Putin and Ergodan are expected to cover a wide range of issues concerning trade-economic cooperation.

Russia is one of Turkey’s main trading partners. In 2013, bilateral trade between the countries reached $32.7 billion.

Earlier in November, the Russian leader said that he had agreed with Erdogan to bring mutual trade up to $100 billion in the next few years.Putin also said that he appreciated Turkey not following the west in adopting sanctions against Russia over the Ukrainian crisis. He added that Russia welcomes Turkey’s goal to increase food exports to Russia, following Moscow’s retaliatory measures to western sanctions, which banned certain food imports from the European Union, United States, Canada, Australia and Norway.

Putin and Erdogan are also expected to discuss cooperation in the energy sector. Prior to Putin’s visit, head of Russian energy giant Gazprom Alexey Miller held a meeting in Istanbul with Erdogan and Turkish Energy and Natural Resources Minister Taner Yildiz.Russia is the main supplier of natural gas to Turkey. In 2013, Russia delivered 26.7 billion cubic meters of gas to Turkey. In 2014, Russian gas delivery volumes to Turkey are expected to increase and reach 30 billion cubic meters.

The Russian president is also supposed to address international issues, including the Syrian crisis, during his visit. This is one of the most relevant and important topics for both Moscow and Ankara, presidential aide Yury Ushakov told journalists ahead of Putin’s visit to Turkey.

Putin: IS Activity Earlier Supported by West Main Threat to Syria

Russian President Vladimir Putins said that ultimatums and sanctions in talks with Russia have no chance for success during the interview with Turkey’s Anadolu information agency.

Russia’s President Vladimir Putin stated that Islamic State (IS) and other radical groups “that were once actively employed by some Western countries” threat the whole region, but the efforts to deter this threat should be based on the UN Security Council resolutions.

MOSCOW, November 28 (Sputnik) – The activities of the Islamic State (IS) and other radical groups, once courted by the West, are the main threat to Syria and neighboring regions, Russia’s President Vladimir Putin said Friday.”The main risk of further aggravation of the situation both in [Syria] and in neighboring states stems from the activities of the so-called Islamic State and other radical groups that were once actively employed by some Western countries, which flirted with them and encouraged them,” Putin said in a written interview with Turkey’s Anadolu information agency.

Putin acknowledged that the Syrian crisis remains a source of serious concern for the international community.

“The situation in Syria remains source of serious concern. And we are fully aware of the burden imposed on Turkey by the on-going violent conflict ravaging your neighbors. Moreover, we consider the fight against terrorists and extremists in the Middle East and North Africa, including naturally Syria, a region struck by upheavals, a priority task for the international community,” he said.Russia’s president has also stated that “the efforts to deter this threat should be based on the UN Security Council resolutions, strict compliance with international law, the principles of state sovereignty and non-interference in internal affairs of states in the first place.” This should be done “transparently and without any hidden agenda,” Putin added.

IS, also known as Islamic State of Iraq and Greater Syria (ISIS) or Islamic State of Iraq and the Levant (ISIL), is a Sunni jihadist group that has been fighting the Syrian government since 2012. In June, it launched an offensive

in Iraq, seizing large areas in Syria and Iraq and announcing the establishment of an Islamic caliphate on the territories under its control. The United States began airstrikes against IS targets in Iraq in August. In September, US President Barack Obama announced the formation of an international anti-IS coalition. The US-led coalition has carried out airstrikes against IS positions in Iraq and Syria.

Sanctions Against Russia Illegitimate, Threaten International Stability

Unilateral sanctions against Russia, including those imposed by the United States, European Union, Japan and Australia, are illegitimate and threaten international stability, Russian President Vladimir Putin said Friday.“I would like to note that unilateral restrictive measures imposed on our country by the United States, EU, Japan, Australia, and a number of other states are not legitimate. Such pressure not only causes direct economic damage, but also threatens international stability,” Putin said in a written interview with Turkey’s Anadolu information agency.

Putin said that the use of “ultimatums and sanctions in talks with Russia are absolutely inadmissible and have no chance for success.” He added that Russia’s response has always been “balanced and consistent” with the country’s obligations under international treaties.

Heads of leading western companies operating in Russia have expressed concerns over the sanctions and have reaffirmed their desire to continue working with their Russian partners, the president added.“We hope that common sense will prevail. We call to abandon the distorted logic of restrictions and threats and to search for mutually acceptable solutions to outstanding issues,” Putin concluded.

Relations between Russia and the West have deteriorated in the wake of the Ukrainian crisis, as European and US leaders as well as others blame Moscow for meddling in Ukrainian affairs — a claim that Russia has repeatedly denied.

The European Union and the United States have introduced several rounds of sanctions against a number of Russian officials and companies in the banking, energy and defense sectors, despite multiple assurances by Moscow that it played no role in the armed conflict in Ukraine.

Moscow has repeatedly stated that the use of “counterproductive” sanctions will have a boomerang effect on European economies.

Russia to Put Turkish Satellite Into Orbit in 2015

In 2015 Russia will put the Turkish Turksat-4B satellite into orbit, Russian President Vladimir Putin said in an interview with the Turkish Anadolu information agency Friday.

“One of the promising areas is cooperation between our countries in space exploration. On February 15, 2014, a Turkish telecommunication satellite Turksat-4A was successfully launched using a Russian carrier rocket. Next year, we plan to launch a second satellite, Turksat-4B,” Putin said.

On February 15, a Russian Proton rocket carrying the Turkish satellite was launched from the Baikonur Cosmodrome in Kazakhstan.

Manufactured by the Japanese Mitsubishi Electric corporation, the Turksat-4B satellite is designed to work in a geostationary orbit.

Turksat-4B’s launch date will depend on the results of Turksat-4A orbital tests and will be announced at a later date.

Turkey Decision Against Anti-Russia Sanctions Well-Weighed Policy

Turkey’s decision not to impose sanctions against Moscow is far-sighted policy, Russian President Vladimir Putin said Friday.”We highly value independent decisions by Turkey, including on economic cooperation with Russia. Our Turkish partners refused to sacrifice their interests for somebody else’s political ambitions. I consider that to be a really well-weighed and far sighted policy,” Putin said in a written interview with Turkey’s Anadolu information agency.

The president noted that the Turkish government’s decision to increase exports of food products to Russia “opens up new opportunities for increasing bilateral trade.”

“First of all, it allows the Turkish farmers to fill in the emerging niches on Russia’s huge food market. We welcome their intentions to export more meat, dairy and fish products, vegetables, and fruits to Russia,” Putin said.

The president expressed hope that the two countries will be able to increase mutual trade and enhance investment cooperation.

“We have already agreed with Mr Recep Tayyip Erdogan that we can bring our mutual trade up to $100 billion (in 2013, it amounted to $32.7 billion),” Putin added.

On Thursday, Turkish Energy Minister Taner Yildiz told Sputnik Radio that Turkey has plans to double the amount of agricultural goods it exports to Russia by the end of next year.Following Crimea’s reunification with Russia in March, the United States and its allies have introduced several rounds of sanctions against Russia, blaming Moscow for meddling in Ukraine’s internal affairs. The sanctions particularly targeted defense, energy and banking sectors of the Russian economy, as well as some individuals. Turkey did not join in the sanctions.

In August, Moscow responded to the western sanctions by issuing a ban on the import of some food products from the European Union, the United States, Canada, Australia and Norway.

Vladimir Putin: We are strong because we are right

© Mikhail Metzel/TASS

In the TASS special project Top Officials, Vladimir Putin talks about healthy lifestyle, the “fifth column” and oil prices “plot” and argues with Russian philosopher Nikolay Berdyayev

On health, wrong statement and the other side of the coin

– What’s your health status now, Vladimir Vladimirovich?

– All worries are in foes’ dreams!

– The foes are making hints…

– Really? It’s the first time I hear about it. What are they saying? Just fantasying?

– I won’t retell it to you. As a matter of fact, I’ve come to the firsthand source.

– Let them think this way. It’ll make them relaxed and will bring us benefits, too.

– But this isn’t idle curiosity, you know. The country’s health depends on your physical, moral and psychological condition. In a way…

– Do they call into question my bodily or psychic status?

– Their assumptions differ.– I’m OK, all’s fine… And what sport are you doing?

– No sport for quite some time. Only sports on TV.

– That’s bad. No, TV surfing is no sport… And work requires certain energy, strength and physical activity.

– But why did you ask about it? Just because you…

– I do sports regularly.

– On a daily basis?

– Exactly. Absolutely on a daily basis. Frankly, though, I stopped doing it during trips. When the flight is long and the time difference is big you don’t sleep yourself out…

– By the way, do you adapt easily to local time zones or do you live by the Moscow time?

– I don’t adapt well. And when you’ve gotten adapted, it’s time to return home… Therefore, I try to live mainly by the Moscow time but long trips make it impossible, of course.

– Let’s go back to the issue I started with. Vyacheslav Volodin (first deputy chief of the presidential staff) said at the Valdai Forum, “No Putin, no Russia.” But you later said that the statement was absolutely wrong.

– Yes.

If a person thinks of essence and results of his work, as well as interests of people, then even a mistake does not look so terrible – But this was a formula having a particular connotation, nowadays at least. Many people inside and outside of the country associate Russia with you personally.

– I think that’s natural. The head of state, person number one in a nation is always associated with his country in one way or another. And not only in Russia. The individual is elected by direct secret balloting, people have delegated him certain powers, he is charged with conducting policy on people’s behalf. And, of course, the nation expects a definite conduct from its leader. The voters proceed from the assumption that they elected the head of state and trusted him and he will meet their expectations, defend their interests and struggle to improve their living in the economy, in the social sphere, in the international arena, and in the matters of security. There are many tasks. There is nothing unusual or anything specifically Russian in the fact associations of the kind spring up.

– Still very few leaders can boast the popularity ratings you have.

– That’s true but the problem is you’ll be unable to work if you think about ratings all the time. The worst thing of all is to get enslaved by contemplation of one’s ratings. As soon as someone starts doing it, he immediately turns into a loser. Instead of engaging in real business and moving forward with no fear of stumbling along the way, one who thinks about ratings abandons all activity. Then the rating begins a downhill slide. Vice versa, if a person thinks of the essence and results of his work, as well as the interests of the people, then even a mistake does not look so terrible. And he can speak of it straightforwardly and confess his blunder. And you know, this won’t affect the rating much, people will understand perfectly well the true intensions, sincerity and honesty, and especially, a direct dialogue. It is really valuable and people will always appreciate it.

 – But still, when the level of support exceeds 80 percent after 15 years in power… This is both obvious and incredible.

– I’ve already said that I feel myself a part of Russia. It’s more than just love. Each of us can speak of loving his Motherland. We all love it but I really feel being part of our people and I can’t imagine for a second living outside Russia.

Getting the support of compatriots for a long time, one cannot but make every effort to justify their trust. Quite possibly, that’s the key principle and groundwork for relations between the people and the leaders whom they elect.

– But every coin has two sides. At a certain period, all achievements are linked to the leader but as time change, all the misfortunes may also be ascribed to him.

– Sure thing.

– And what’s next?

– As the saying goes, once you pledge, don’t hedge. One has to work.

– We see that Uralvagonzavod (Russia’s main manufacturer of tanks) is with you.

– It’s not one or another enterprise that matters.

The worst thing of all is to get enslaved by contemplation of one’s ratings – It’s a collective image.

– People who declared their position openly and put forward certain initiative appeared at Uralvagonzavod at some point. But were the enterprises few in number that got the assistance of the government that I headed during the crisis in 2008? The problem was actually bigger than our help or the system of effective measures, which we had devised and implemented. The Russian government and your most obedient servant never shunned responsibility. In late 2008, at one of the United Russia party’s public events I recalled the crisis of 1998 and said baldly, “We won’t admit it ever again, take my word!” This was a very risky statement. Putting responsibility of this kind on oneself without knowing all the components of the new crisis and controlling all the instruments that had sparked it and were developing it… But it was extremely important at that time to give members of the cabinet, administrative crews in the regions and, most importantly, the man in the street the feeling that the Russian leadership understood the situation and assessed it appropriately and had the clues to what was to be done. In such cases this is even more important than concrete actions. But our actions, too, were quite adequate to the state of things at the moment.

Putin: US Dictatorship, Global Interference Lead to Escalation of Conflicts Worldwide

Russian President Vladimir Putin speaks at the wrap-up session of the 11th Meeting of the Valdai Discussion Club in Sochi on October 24, 2014.

 24/10/2014

SOCHI, October 24 (RIA Novosti) – US widespread interference and dictatorship lead to the escalation of conflicts worldwide, Russian President Vladimir Putin said Friday.

“The exсeptionalism of the United States, the way they implement their leadership, is it really a benefit? And their worldwide intervention brings peace and stability, progress and peak of democracy? Maybe we should relax and enjoy this splendor? No!” Putin stressed at the plenary session of the 11th meeting of the Valdai International Discussion Club.

“Unilateral dictatorship and obtrusion of the patterns leads to opposite result. Instead of conflicts settlement – their escalation. Instead of sovereign, stable states – growing chaos. Instead of democracy – support for very dubious public, such as neo-Nazis and Islamic extremists,” Putin said.

Putin to take part in SCO summit in Dushanbe

© ITAR-TASS/Alexei Nikolsky

MOSCOW, September 11. /ITAR-TASS/. Russian President Vladimir Putin will arrive in Dushanbe on Thursday to take part in a two-day summit of the Shanghai Cooperation Organization (SCO).

“It is a landmark summit for us as after Dushanbe Russian will take over presidency in the SCO from Tajikistan,” Russian president’s aide Yuri Ushakov told Journalists on Wednesday.

On Thursday evening, ahead of the official summit’s programme, the heads of delegations will meet at a gala concert and a dinner. On Friday, September 12, the Council of the Heads of State will meet first in a narrow format and later in an extended format, involving representatives from SCO observer countries /Afghanistan, India, Iran, Mongolia, and Pakistan/. Turkmenistan’s president and heads of a number of international organizations have been invited to the summit as guests.

The final document – the Dushanbe declaration – is expected to focus on consolidated approaches of the member states to the SCO development and to acute international issues.

According to Ushakov, at their narrow-format meeting the SCO heads of state will discuss cooperation in the sphere of security and efforts to improve the SCO activities. They will also exchange views on the situation in the region and in the world.

“Traditionally, major attention at a narrow-format meeting will be focused on informal discussion of the situation in Afghanistan,” Ushakov said. “We hope the meeting will yield a consolidated position of the SCO member states, who stand for Afghanistan’s development as an independent, neutral and peaceful states and support the central, coordinating role of the United Nations Organization in efforts on the Afghan settlement and assistance to the Afghan people.”

He also said that Russia planned to come out with an initiative to organize in Russia a SCO top-level conference on Afghanistan and invite SCO member states, observers and partners, as well representatives from other countries and international organizations concerned. The previous such conference was held in Moscow in March 2009.

Another topical international problem to be discussed at the SCO summit will be the Ukrainian crisis. “It is planned to include into the Dushanbe declaration provisions on the Ukrainian developments,” Ushakov noted. “It will be noted that the SCO heads of state stand for the soonest restoration of peace in Ukraine, for continuation of the negotiating process to finally settle the crisis in that country.” The SCO leaders, according to Ushakov, commend the Minsk protocol signed after consultations of the Contact Group on Ukraine.

Ushakov also stressed that the SCO member countries reiterated their readiness to step up efforts against terrorism, illegal drug trafficking, trans-border organized crime and other challenges. The declaration will set a task of intensifying multilateral and bilateral ties in the areas of culture, science and technology, innovation, education, etc.

Apart from that, the summit is expected to yield documents regulating accession to the organization for new members. Ushakov reminded that India, Pakistan and Iran had applied for SCO membership. “However due to the United Nation’s current sanctions, Iran’s admission will be apparently postponed,” he said, adding that India and Pakistan could be granted full-fledged membership in the Shanghai Cooperation Organization already at its next summit in Russia’s Ufa in July 2015.

The SCO summit is also planned to make a decision to elaborate a draft strategy of the SCO development till the year 2025 /in this event, the strategy may be adopted at the Ufa summit in 2015/ and a decision on joint celebrations on the occasion of the 70th anniversary of the victory in WWII.

Apart from that, Putin will hold separate meetings with the leaders of China, Mongolia, Tajikistan and Uzbekistan /on September 11/ and with the leaders of Kazakhstan and Iran /on September 12/.

After the Dushanbe summit, Russia will take over the presidency in the Shanghai Cooperation Organization from Tajikistan. The next SCO summit will be held in Russia’s city of Ufa on July 9-10, 2015 along with the summit of the BRICS (an acronym standing for Brazil, Russia, India, China and South Africa).

The Shanghai Cooperation Organization includes Russia, China, Kazakhstan, Tajikistan, Kyrgyzstan, and Uzbekistan. Observer states are Afghanistan, India, Iran, Mongolia, and Pakistan. Belarus, Turkey and Sri Lanka have a status of partners in dialogue.
